
Parkview Legacy Foundation joins local non-profit organizations to fund the Measure of America Spotlight on the Inland Empire Report
Measure of America has partnered with a wide range of community organizations, foundations, nonprofits, researchers, and policy-makers across the state to produce A Portrait of California 2021, the third in a series of reports that began in 2011. It features the American Human Development Index (HDI), a composite measure of well-being consisting of health, education, and income
indicators, to present well-being scores for racial and ethnic groups (including Asian subgroups), women and men, and US and foreign-born residents across the state’s major metropolitan areas, 58 counties, and 265 Census Bureau-defined Public Use Microdata Areas. Because the American HDI allows for comparisons over time and place, this report explores trends over the past decade, highlighting which California communities and racial and ethnic groups have seen the greatest progress in well-being and access to opportunity and which places and people have been left behind.
As a supplemental part of the statewide effort, a report has be compiled specifically for the Inland Empire (Spotlight on the Inland Empire) which is available as a “pull out” and concentrate on the region similar to past reports created for Los Angeles, Sonoma County, and Marin County. The reports, accompanying website, and resulting policy recommendations has be created through a rich process of stakeholder engagement, a key tenet of Measure of America’s work, and concludes with a series of outreach events to foster statewide dialogue. In addition to the focus on health, education, and living standards that characterizes the Portrait series, this report has a substantive theme: the state’s housing crisis and gentrification measures, the impact on the well-being, choices, and opportunities of different groups of Californians, and what can be done to create a more equitable and sustainable housing future in the Golden State.
In addition, the report explores the following human development sub-topics relevant to the COVID19 pandemic: 1) Human Security: protecting people’s capabilities and maintaining well-being during disasters like COVID-19 as well as others like the California wildfires and the Great Recession; and 2) Level of Preparedness: We will find ways to gauge how well-prepared different locales are to respond and cope with COVID-19 crisis and other emergencies/disasters based on the country’s human development index, healthcare system capacity and connectivity.
